In addition to directly reducing emissions, success at the subnational level is a key enabler of national policy, an inspiration for other regions, and a test-bed for local policies that will be essential for the transition over the long term.

Subnational-led initiatives for net-zero action hold significant potentials for Indonesia, a country whose administration is divided into 38 provinces, 514 regencies/cities, and 83,971 villages.

Since Indonesia adopted decentralised governance in 1999, local governments are empowered to develop a vision for their region, including designing and implementing tailored programmes and policies in support of this objective.

ViriyaENB supports ambitious climate actions at the subnational level, creating a model where innovative net-zero approaches and policies can be tested and implemented, and eventually serve as an inspiration for broader actions throughout Indonesia.
